Page 1 of 3 <br />City of Redwood City 1017 Middlefield Road, Redwood City, CA. 94063 Tel: 650-780-7000 www.redwoodcity.org <br />STAFF REPORT <br />To the Honorable Mayor and City Council <br />From the City Manager <br />DATE: December 16, 2024 <br />SUBJECT <br />Resolution approving and authorizing submission of the State of California Governor's Office of Emergency <br />Services Form 130 designating personnel to act as the agents for the City of Redwood City when seeking <br />financial assistance after a disaster <br />RECOMMENDATION <br />Adopt a resolution designating the City Manager, Assistant City Manager, and Finance Director as agents <br />authorized to execute and file the California Governor’s Office of Emergency Services’ Form 130 on behalf <br />of the City of Redwood City for the purpose of obtaining financial assistance related to any existing or <br />future grant program. <br />STRATEGIC PLAN GUIDING PRINCIPLE <br />Excellence in Government Operations <br />BACKGROUND <br />The State of California Governor’s Office of Emergency Services (CAL OES) requires local jurisdictions to <br />update their CAL OES Form 130 every three years, in order to obtain certain financial assistance, including <br />disaster recovery funds. Form 130 identifies the authorized agents for the City of Redwood City, when <br />financial assistance is sought under existing or future grant programs including but not limited to <br />programs under Public Law, the Robert T. Stafford Disaster Relief and Emergency Assistance Act, and the <br />California Disaster Assistance Act. <br />The Robert T. Stafford disaster relief and Emergency Assistance Act, P.L. 93-288, as amended, 42 U.S.C. <br />5121 et seq., and Related Authorities as of April 2013, provides Federal financial assistance for Individual <br />and/or Public Assistance after a Federal Major Disaster or Emergency Declaration is proclaimed. Public <br />Assistance can include response, recovery, and mitigation after an Emergency or Major Disaster <br />6.B. - Page 1 of 6 <br />26
