Individual Assistance can include recovery and/or mitigation after a Major Disaster <br />Declaration is proclaimed. <br />The California Disaster Assistance Act (CDAA) in Title 2, Division 1, Chapter 7.5 of the california Code <br />provides State financial assistance for recovery efforts to counties, cities and/or special district after a <br />State disaster has been proclaimed. CDAA can be implemented as a “stand alone” funding source <br />following a Director of California Office of Emergency Services Concurrence for a local emergency, or a <br />Governor’s Proclamation when there is no federal declaration. <br />ANALYSIS <br />On January 23, 2023, Form 130 was last updated and approved by City Council with Resolution No. 16119. <br />Since the adoption of the form and resolution, staff titles and positions have changed, making it a <br />requirement to update and adopt an updated form and designation of applicant’s agent resolution. <br />In order to submit costs related to responding to the COVID-19 pandemic, the City is required to complete <br />and file an updated Form 130 with CAL OES. With the completion and submission of this form, the City <br />Manager, Assistant City Manager, and Finance Director can submit reimbursement requests and receive <br />assistance on behalf of the City of Redwood City. <br />Staff recommends that the form designate agents by position, instead of specific names, and be effective <br />for all open and future disasters declared by the state or federal government, for up to three years <br />following the date of approval by the City Council. This will help expedite the processing of any requests <br />in the future. <br />FISCAL IMPACT <br /> <br />There are no negative fiscal impacts related to completing and submitting this form. Adoption of the <br />resolution will permit the City to obtain financial assistance for all open and future disasters declared by <br />the state or federal government, for up to three years following the date of approval. This form is a <br />requirement by CAL OES for the City to receive State and/or Federal assistance. <br />ENVIRONMENTAL REVIEW <br />This activity is not a project under California Environmental Quality Act (CEQA) as defined in CEQA <br />Guidelines, section 15378, because it has no potential for resulting in either a direct or reasonably <br />foreseeable indirect physical change in the environment. <br />PUBLIC NOTICE <br />Public notification was achieved by posting the agenda, with the agenda items being listed, at least 72 <br />hours prior to the meeting. <br />6.B. - Page 2 of 6 <br />27
