Adopt a resolution adopting an updated Parks Impact Fee Project List as the Capital Improvement <br />Plan for the Parks Impact Fee Program in compliance with Government Code Sections 66016.5 and <br />66002; and <br />2. Adopt a resolution adopting an updated Transportation Impact Fee List as the Capital Improvement <br />Plan for the Transportation Impact Fee Program in compliance with Government Code Sections <br />66016.5 and 66002. <br />STRATEGIC PLAN GUIDING PRINCIPLE <br />Excellence in Government Operations <br /> <br />BACKGROUND <br />California Assembly Bill (AB) 602, enacted into law on January 1, 2022, establishes specific guidelines and <br />requirements for the adoption of development impact fees by local agencies, including cities and counties, <br />within the State of California. This legislation particularly focuses on ensuring that these fees are <br />justifiable, transparent, and closely tied to the actual impact of new development projects. Under AB 602, <br />certain local agencies are required to prepare a capital improvement plan if they adopt new or update <br />existing impact fees after January 1, 2022. When the City updated its Parks Impact Fees and <br />Transportation Impact Fees, the City Council adopted Parks Impact Fee and Transportation Impact Fee <br />Project Lists in compliance with this requirement. <br />7.A. - Page 1 of 27 <br />37
