4 <br />2)Meeting People Where They Are. The project team recognizes the extensive outreach <br />and engagement that has occurred on past planning projects and the potential <br />“engagement fatigue” experienced by the community. To mitigate the impact and reduce <br />additional requests on community members’ time, the project team will seek, whenever <br />possible, opportunities to receive input and feedback at times and places where <br />communities are already meeting (e.g. regularly scheduled community-based <br />organization meetings). Additionally, the team will build on prior community engagement <br />efforts such as the 2023 General Plan Update and Redwood City Moves, by leveraging <br />insights, data, and partnerships from these initiatives. Where possible, engagement <br />strategies will be streamlined by aligning and integrating the learnings from previous <br />engagement conducted as part of these planning efforts. If new planning efforts or <br />initiatives are introduced during the planning process, the team will work to coordinate <br />engagement activities to maintain efficiency and reduce redundancy. This approach <br />ensures that outreach is respectful of participants' time and energy while capturing <br />meaningful input. <br />3)Communication and Transparency. All outreach efforts will be guided by a strong <br />commitment to transparency. Progress updates and summaries of past community input <br />will be regularly communicated at every stage of the process through multiple methods <br />(e.g. at events, via electronic media and newsletters, on the project website, at public <br />hearings, etc.), ensuring participants understand how their feedback and insights are <br />shaping the Plan. The project team will ensure that technical information is shared with <br />the community in a graphic-rich and easy-to-understand manner and encourage broader <br />participation. All outreach and engagement materials will be translated in Spanish and, <br />as appropriate, other languages identified by staff. Throughout this process, the planning <br />team, decision-makers, and the community will work together to make thoughtful <br />decisions about tradeoffs as part of the planning process. To ensure transparency and <br />understanding, the team will clearly communicate the tradeoffs being considered and <br />their implications. <br />4)Flexibility. As new feedback is received or certain outreach methods prove particularly <br />effective, adjustments may be made to emphasize particularly effective engagement <br />methods or introduce new approaches as the need arises. This flexible approach <br />ensures the engagement approach remains responsive to the community’s needs and <br />preferences. <br />The outreach team will be guided by both quantitative and qualitative success metrics as noted <br />under each of the engagement categories below and determined prior to engagement activities. <br />While the team will generally seek to reach a large, broad audience, it is also important to <br />recognize that the quality of community input—that is, input that is specific, detailed, and <br />topical—will also be a critical metric for gauging success.
