Page 3 of 6 <br />City of Redwood City 1017 Middlefield Road, Redwood City, CA. 94063 Tel: 650-780-7000 www.redwoodcity.org <br />All Right-of-Way work is fully funded through $26 million in Measure A grants from the San Mateo County <br />Transportation Authority (SMCTA) and $8 million in State Transportation Improvement Program (STIP) <br />funds. The STIP funds are already available on a reimbursement basis. However, the SMCTA funding will <br />require execution of a primary agreement and project sub-agreement are executed. <br />Offers were developed based on market appraisals and were certified by Caltrans, as required. On October <br />9, 2024, 19 of 20 offers were sent out, with a site inspection on the final parcel needed in order to issue <br />an offer. All the property owners have confirmed their receipt of the offer, and several have made factual <br />inquiries, and have received timely responses. No formal responses have been received to date. <br />Staff anticipates presenting the first accepted offers to the City Council for action beginning in early 2025. <br />When offers are accepted, Council will be presented with purchase agreements for land and temporary <br />construction easements for approval. After an offer is accepted and signed by the owner and the City <br />(Council or its designee) has approved the agreement, the City Clerk will issue a Certificate of Acceptance <br />for the deed to be placed in escrow. Funds would then need to be deposited by the City into the escrow <br />account approximately 60-75 calendar days after acceptance of offers. City staff plan to submit <br />reimbursement invoices as quickly as possible and reimbursement payments would typically occur within <br />30-75 calendar days. <br />In an effort to streamline the procurement process and protect Redwood City from financial exposure, <br />staff are planning to bring several items to City Council in January and February 2025. City Council will be <br />asked to consider: <br />1. Approval of Interfund Loan from Equipment Services to Capital Outlay as cash-flow 'cushion' if <br />reimbursements are delayed. <br />2. Approval of designation of authority to City Manager for Project-related property acquisitions below <br />$250,000. <br />3. Approval of the primary Fund Agreement with SMCTA, which governs all interagency funds. <br />4. Approval of supplemental Project Agreement with SMCTA for the 101/84 Project. <br />EQUITY IMPACT STATEMENT <br />Residents living in and near the Project area, primarily in U.S. Census tracts 6102.01 and 6105, are subject <br />to multiple transportation and environmental burdens. Both Census tracts have pollution burdens at or <br />above the 70th percentile, according to Ca lEnviroscreen 4.0, and rank in the 99th percentile for <br />environmental burden, 91st percentile for climate and disaster risk burden, and 85th percentile for social <br />vulnerability, according to the U.S. DOT’s Equitable Transportation Community Explorer. <br />The Project aligns with the federal Justice40 Initiative by prioritizing benefits to residents of Areas of <br />Persistent Poverty (APP) and Historically Disadvantaged Communities (HDC). The Project is expected to <br />significantly reduce air pollution, cutting emissions of all major air pollutants by an average of 75%.
