REV: 12-09-24 MI <br />EXHIBIT “A” <br />SCOPE OF SERVICES AND FEE <br />Scope of Work <br />Consultant will provide cost recovery analysis and Consultant will develop a <br />comprehensive cannabis fee structure to support the City’s regulatory needs. <br />The completion of the Cannabis Regulatory Permitting Fee Study will require <br />approximately 6 to 8 weeks from project initiation to the delivery of the final report. <br />The following tasks will be executed by Consultant: <br />Task 1: Project Initiation and Planning: Consultant will conduct a kick-off <br />meeting with City staff to set project goals, priorities, timelines, and <br />communication protocols. <br />Task 2: Review of Documentation and Data Collection: Consultant will <br />conduct an in-depth review of the City’s cannabis permitting framework, policies, <br />and processes to lay the groundwork for accurate fee analysis. <br />Task 3: Fee Structure Development: Based on the documentation review, <br />Consultant will create a comprehensive schedule of current and proposed fees, <br />ensuring full cost recovery. <br />Task 4: Data Collection Workshops: Consultant will conduct detailed <br />workshops with relevant City Departments and staff to gather time and activity <br />data for each stage of the cannabis permitting process and annual compliance <br />activities. <br />Task 5: Cost Analysis: Consultant will perform a total cost analysis to quantify <br />the full direct and indirect costs associated with the cannabis permitting process, <br />including: <br />o Calculation of staff costs, including hourly rates, benefits, and fringe costs <br />o Allocation of administrative overhead, including shared services and <br />indirect resource use <br />o Assessment of variable costs, such as consultant services for complex <br />cases <br />o Evaluation of fixed costs <br />o Incorporation of enforcement, compliance, training expenses, and other <br />indirect costs contributing to the overall cost structure <br />o Clear, data-driven justification for each component to ensure alignment <br />with Proposition 26 standards <br />Consultant will present preliminary findings to City management for review and <br />feedback.
