Page 1 of 3 <br />City of Redwood City 1017 Middlefield Road, Redwood City, CA. 94063 Tel: 650-780-7000 www.redwoodcity.org <br />STAFF REPORT <br />To the Honorable Mayor and City Council <br />From the City Manager <br />DATE: January 13, 2025 <br />SUBJECT <br />Second Revised and Restated Joint Exercise of Powers Agreement San Mateo County Operational Area <br />Emergency Services Organization <br />RECOMMENDATION <br />Adopt a resolution approving and authorizing the City Manager or their designee to execute the Second <br />Revised and Restated Joint Exercise of Powers Agreement San Mateo County Operational Area Emergency <br />Services Organization. <br />STRATEGIC PLAN GUIDING PRINCIPLE <br />Public Safety <br />BACKGROUND <br />The Emergency Services Council (ESC) of the San Mateo Operational Area is a collaborative body <br />comprising local governments, tasked with coordinating emergency planning and response efforts. These <br />efforts span all phases of emergency management, including prevention, protection, response, recovery, <br />and mitigation. Key functions of the ESC include managing hazardous materials responses, maintaining <br />public information systems like SMC Alert, and providing training and exercises for emergency readiness. <br />The Joint Powers Agreement (JPA) governing the ESC was first established in 1997, as a mechanism to <br />formalize the collaborative approach to emergency services. Vice Mayor Eakin currently serves as the <br />City’s representative to this JPA. The agreement has been amended and restated to address operational <br />changes and evolving needs within the San Mateo Operational Area. <br />Since the last amendment, the Department of Emergency Management (DEM) has transitioned into an <br />independent entity, separating from the Sheriff's Office to improve focus on emergency coordination and <br />6.D. - Page 1 of 44 <br />121
