This organizational shift and the natural evolution of emergency service practices have <br />rendered the 2014 version of the JPA outdated. <br />To address these changes, the ESC unanimously approved a new set of updates to the JPA, reflected in <br />the Second Revised and Restated Joint Exercise of Powers Agreement San Mateo County Operational Area <br />Emergency Services Organization. These updates include standardizing terminology, revising agreement <br />language, and explicitly defining the roles and responsibilities of the ESC, the ESC Finance Committee, and <br />the DEM. The updated JPA is designed to reflect current organizational structures and operational <br />practices, ensuring the continued effectiveness of regional emergency planning and response efforts. <br />ANALYSIS <br />The updated Emergency Services Council (ESC) Joint Powers Agreement (JPA) reflects organizational and <br />operational changes since the last revision in 2014. By aligning with the new structure of the Department <br />of Emergency Management (DEM) as a standalone agency, the agreement ensures continued <br />coordination and effectiveness in emergency services, including Hazmat response, emergency alerts, and <br />training. Adopting this updated agreement is critical to maintaining the City’s ability to engage in regional <br />emergency planning and response initiatives. The specific changes to the agreement can be viewed in <br />Attachment B, JPA MOU Changes Table. <br />FISCAL IMPACT <br />Adopting the updated JPA is not expected to incur additional costs for the City. Instead, it ensures the <br />continued provision of vital emergency management services, including access to resources such as <br />Hazmat response teams, public alert systems like SMC Alert, and operational training programs. These <br />services are crucial for enhancing City preparedness and resilience against emergencies. <br />ENVIRONMENTAL REVIEW <br />This activity is not a project under California Environmental Quality Act (CEQA) as defined in CEQA <br />Guidelines, section 15378, because it has no potential for resulting in either a direct or reasonably <br />foreseeable indirect physical change in the environment. <br />PUBLIC NOTICE <br />Public notification was achieved by posting the agenda, with the agenda items being listed, at least 72 <br />hours prior to the meeting. <br />6.D. - Page 2 of 44 <br />122
