THIS JOINT POWERS AGREEMENT (“Agreement”) is made as of the Effective Date by and between the public entities set forth below, creating the San Mateo County Operational Area Emergency Services Organization Authority (“Organization”).Their definition of the "Organization" is inconsistent throughout the document, and seems to exclude DEM as even being part of the organization. There needs to be better delineation of who the members are.This delineation needs to include EMA as well. The ESC is the governing body side, and the Emergency Managers Association (EMA) is the operations side. Together the ESC and EMA form the Emergency Services Organizations on the city and possibly the County areas served by a Fire Protection District as well.
