Page 4 of 10
City of Redwood City 1017 Middlefield Road, Redwood City, CA. 94063 Tel: 650-780-7000 www.redwoodcity.org
conducted at parks, sidewalk cafes, and restaurant and pub patios, showed similar findings.16 Finally, a
meta-analysis looked at 13 studies on air quality impacts from tobacco smoking in outdoor hospitality
venues, and found that air quality in those settings is unlikely to meet current World Health Organization
ambient air quality standards.17
To completely avoid from exposure to secondhand smoke in outdoor places, a person may have to move
20 to 29 feet away from the source of the smoke, about the width of a two-lane road.18
State and Local Laws about Smoking in Public Places
California cities and counties have the legal authority to adopt local laws that prohibit all tobacco use
indoors and outdoors in areas not already covered by state law. California Labor Code 6404.5 prohibits
smoking in all enclosed workplaces, even if there are no employees and the owner-operator is working
alone. This includes all restaurants and bars.

California laws further prohibit outdoor smoking in the following places:
Within 25 feet of the common commerce area of certified farmers’ markets, like Redwood City’s
Kiwanis Farmers’ Market (Health and Safety Code Section 114371);
Within 20 feet from the main exits, entrances and operable windows of all state, county, and city
government buildings, which would include Redwood City City Hall, Redwood City Public Libraries,
and all Park buildings, including Community Centers (Government Code Section 7596-7597);
Within 25 feet of any playground or tot lot sandbox area (Health and Safety Code 104495);
Within 250 feet of a youth sports event (Health and Safety Code 104495);
Within state parks and state coastal beaches (Public Resources Code Section 5008.10); and
Within a foster or group home, as well as outside the home when children are present (Health and
Safety Code 1530.7).

Finally, Redwood City Municipal Code further prohibits smoking in the following public places:
All indoor, enclosed public spaces, including places of employment (Municipal Code Sec 15.3 & 15.4);
In and around multi-unit residences (Municipal Code Sec. 15.31-39);
All City parks (Municipal Code Sec. 25.2.02); and
Courthouse Square (Municipal Code Sec. 33A.39).
16 Klepeis NE, Ott WR, Switzer P.
