Page 2 of 3 <br />City of Redwood City 1017 Middlefield Road, Redwood City, CA. 94063 Tel: 650-780-7000 www.redwoodcity.org <br />ANALYSIS <br />The City is currently operating on a month-to-month payment basis, which falls outside the City’s <br />purchasing guidelines. To establish a formal agreement, the City aimed to leverage Riverside County’s <br />existing contract with Microsoft through the California Multiple Award Schedule (CMAS). <br />The California Multiple Award Schedules (CMAS) program offers a streamlined purchasing method for <br />state and local government agencies in California. It allows these entities to purchase products and <br />services at pre-negotiated prices, using contracts established by the federal General Services <br />Administration (GSA) or other government agencies. By leveraging CMAS, the City can avoid the lengthy <br />and costly traditional bidding process. <br />Section 2.67.1(a) of Article VII in Chapter 2 (Section 2.67.1) in the City’s Municipal Code authorizes the use <br />of cooperative purchasing with other public agencies to forego conducting a competitive bidding process. <br />To do so, competitive purchasing procedures reasonably similar to those required in the City, as <br />determined by the City Manager, must have been employed to create such Contracts. The procedures <br />followed by the County of Riverside, including the issuance of a Request for Quote, are reasonably similar <br />to those the City would utilize to procure the desired Goods and Services, thereby meeting the criteria of <br />Section 2.67.1. Awarding an agreement to Dell Marketing L.P. will create cost-effective, and flexible access <br />to essential Microsoft products and support services, supporting the City’s IT infrastructure and <br />operational needs. <br />FISCAL IMPACT <br />The total cost of the participation agreement through the term is not to exceed $ 1,000,000. Funding for <br />this agreement is included in the department’s operating budget under the Information Technology <br />program for Software Maintenance and Support. <br />ENVIRONMENTAL REVIEW <br />This activity is not a project under California Environmental Quality Act (CEQA) as defined in CEQA <br />Guidelines, section 15378, because it has no potential for resulting in either a direct or reasonably <br />foreseeable indirect physical change in the environment. <br />PUBLIC NOTICE <br />Public notification was achieved by posting the agenda, with the agenda items being listed, at least 72 <br />hours prior to the meeting. <br />6.B. - Page 2 of 20 <br />62
