Hold a public hearing on proposed increases to solid waste collection rates and if written protests are <br />not made by a majority of the affected parcels, adopt a resolution approving maximum 2025 solid <br />waste collection rates and adopting the Franchise Fee Study (requires 5/7 vote); and <br />2. Direct staff to continue to promote the City's Utility Rate Assistance Program. <br />STRATEGIC PLAN GUIDING PRINCIPLE <br />Excellence in Government Operations <br />BACKGROUND <br />Each year, the City Council approves maximum rates for solid waste collection services, which includes <br />collection, processing, and disposal of garbage, recyclables, and organics (black, blue, and green bin <br />respectively). Rates paid by customers fully fund the cost of solid waste services; the General Fund does <br />not fund this service. The rates are adjusted as necessary to generate enough revenue to cover <br />expenditures associated with solid waste services, such as costs for collection services provided by <br />Recology San Mateo County (Recology), processing and disposal costs for services provided by South Bay <br />Industries, and other related costs. When considering maximum rates, the City seeks to ensure that the <br />fees and charges for solid waste services are proportionate to the cost of providing the service attributable <br />to the parcel. <br />The City is one of eleven member agencies of the Joint Powers Authority, South Bayside Waste <br />Management Authority (SBWMA aka RethinkWaste).
