More information on the ADS can also be found here. The ADS
focuses on three critical areas:
1. Aims to mitigate the impacts of displacement, particularly for low- and moderate-income residents;
2. Prioritizes two key policy areas –
a. enhancing tenant protections, and
b. preserving unsubsidized affordable housing1; and
3. Is designed to ensure housing stability, prevent forced relocations, and support community well-
being while maximizing limited City resources effectively.
Unlike the guiding documents identified in Table 1, the City is not mandated by law or as a condition of
funding to implement the goals of the ADS. The ADS has been established as a City priority that augments
and addresses a specific need within the broader context of affordable housing. Table 2 below provides a
review of all goals and objectives included in the ADS Workplan.
Table 2
ANTI-DISPLACEMENT STRATEGY WORKPLAN
GOAL #SPECIFIC TASKS STATUS
1 GOAL: Tenant Protection Ordinance Amendments STATUS
1.1 Research Anti-Harassment and Right of Return policies Done
1.2 Conduct outreach to receive input from stakeholders Done
1.3
Present findings on anti-harassment and right of return to the City Council for
consideration Done
1.4 Revise Tenant Protection Ordinances to better align with state laws
In-
progress
(paused)
2 GOAL: Preservation of Unsubsidized Affordable Housing (UAH)STATUS
1 The ADS also includes several goals related to mobile homes; those activities are covered within the tenant
protections area of the ADS.
8.A. - Page 3 of 21
161
