In light of these actions, staff proposes to adjust the timeline for some activities in the City <br />Council-adopted Anti-Displacement Strategy. <br />Although the City does not directly develop new housing, the City sets the table for affordable and market- <br />rate housing development through numerous planning, zoning, and policy actions as well as providing <br />funding for affordable housing. The legal context related to housing has evolved rapidly over the last <br />decade, and the City must comply with hundreds of new laws enacted related to housing. <br />Table 1 below provides an overview of the mandated adopted plans that guide staff efforts in addressing <br />various housing-related needs, which the City is required to fulfill either by law or as a condition for <br />receiving funding.
