Continue to monitor the state legislature to determine if any new or pending bills provide additional <br />protections for tenants. <br />On May 6, 2024, the City Council: <br />1. Approved a two-year agreement with Project Sentinel to implement the Redwood City Tenant and <br />Landlord Counseling Services Project to support both tenants and landlords; <br />2. Directed staff to pause the tenant protections and mobile home preservation efforts related to the <br />ADS until the first quarter of 2025, pending the resolution of the process associated with a citizens’ <br />initiative known as “An Initiative to Impose Additional Rent Control and Just Cause Eviction Limits in <br />Redwood City.” (Initiative)3 <br />3. Continue to monitor pending state legislation to determine if changes in state law enhance tenant <br />protections. <br />Current Landscape Impacting Staff Resources <br />Since the initial approval of the ADS, a number of new realities have emerged that require staff action, <br />particularly within the City’s Housing Division. As such, the City is impelled to consider the following <br />factors to best manage and allocate City resources, while endeavoring to satisfy required and prioritized <br />activities: <br />1. Unprecedented pipeline of new affordable and market-rate housing; <br />2. New requirements from the Metropolitan Transportation Commission (MTC); and <br />3. New state laws that enhance tenant protections. <br />In consideration of the outstanding ADS workplan items, as well as the above additional factors affecting <br />the current landscape and staff workload, staff is returning to City Council to: <br />1. Provide a comprehensive update on the successes of the ADS to date; <br />2. Introduce and describe new and emerging realities that impact the landscape of affordable housing <br />efforts and staff capacity; and <br />3. Seek direction regarding the timeline for the workplan and key policies identified in the ADS. <br />ANALYSIS <br />The City has accomplished many goals set forth in the adopted ADS workplan, including: <br />1. Establishment of the Affordable Housing Preservation (AHP) Program. The City received its first <br />application in 2024 from HEART and will complete its first loan soon. The City has also received <br />inquiries from other developers and expects to receive additional applications; <br />3 The Initiative was submitted to the City Clerk’s Office on December 11, 2023. On July 8, 2024, the City was notified <br />by the San Mateo County Elections Office that the Initiative did not receive enough signatures to qualify for the <br />November 2024 Ballot. <br />8.A. - Page 5 of 21 <br />163
