Support for one affordable housing project (Broadway Plaza) with a small City loan to achieve a <br />property tax exemption, thus assisting with project feasibility; <br />3. Rezoning of all mobile home parks to the MH (Mobile Home) zoning category; <br />4. Research and community engagement on Anti-Harassment and Right of Return policies and <br />presentation of findings to City Council in August 2023; <br />5. Prepared a draft Tenant Protection Ordinance Amendment which revises the City’s existing Relocation <br />Assistance and Minimum Lease Term requirements and adds Just Cause Eviction protections to align <br />with state laws (as noted previously, this item was placed on hold while the Initiative process <br />concluded); <br />6. Actively participates in the Peninsula South Bay Preservation Lab, collaborating on regional strategies <br />for community land trusts; <br />7. Participates in the Association of Bay Area Government (ABAG) Preservation & RHNA Working Group, <br />within the larger statewide Stable Homes Coalition, which is focused on incentivizing preservation in <br />the Housing Element RHNA process4; <br />8. Contract initiated with Project Sentinel who is currently providing tenant/landlord education and <br />mediation services4 - Please refer to Attachment A for an overview of the performance of the <br />"Redwood City Tenant and Landlord Counseling Services Project" from July to December 2024; and <br />9. Created a home improvement and repair loan program in partnership with Habitat for Humanity <br />Greater San Francisco. <br />Habitat for Humanity Greater San Francisco also received a CalHOME funding award for the preservation <br />of mobile homes in San Mateo County. This program is launching winter 2025 and will serve mobile home <br />owners with loans of approximately $75,000 for the rehabilitation and preservation of their mobile <br />homes. While this program is not being implemented by the City, it addresses the needs and furthers the <br />goals identified in the ADS around preserving mobile homes <br />As shown in the workplan, there is one preservation goal and two goals connected to mobile home parks <br />that have yet to be initiated: <br />1. Support HEART’s proposed preservation model as a Joint Powers Authority (JPA) to use tax-exempt <br />bonds and property tax exemptions to finance the acquisition of apartment buildings to create and/or <br />preserve affordable housing; <br />2. Conduct Mobile Home Needs Assessment; and <br />3. Adopt a Mobile Home Ordinance to define City’s process during a park closure and park sale. <br />4 The activity, though not part of the original ADS, is closely aligned with anti-displacement efforts. <br />8.A. - Page 6 of 21 <br />164
