Page 11 of 14 <br />City of Redwood City 1017 Middlefield Road, Redwood City, CA. 94063 Tel: 650-780-7000 www.redwoodcity.org <br />PROPOSED AMENDMENTS TO ADS WORKPLAN AND TIMELINE <br />Recommendation Rationale Proposed Timeline <br />essential for staff to identify potential <br />concerns and develop further <br />recommendations to enhance tenant <br />protections if needed. <br />Changing the current goal <br />language of “Support the <br />Lincoln Avenue Capital (LAC) <br />preservation” to “Assist <br />Housing Providers Secure Tax- <br />Exempt Status to Enhance <br />Affordable Housing <br />Opportunities.” <br />The strategy as originally <br />contemplated is broader than <br />supporting LAC only, so the revision <br />captures that scope. The City has <br />assisted one housing provider to <br />achieve tax-exempt status which will <br />lead to the production of more <br />affordable housing units. Additionally, <br />through the City’s Affordable Housing <br />Preservation Program, preservation <br />projects can apply for City funds in <br />exchange for a deed-restriction which <br />would qualify them for the tax <br />exemption. Lastly, MTC also offers a <br />Welfare Tax Exemption Preservation <br />Program to which Redwood City <br />projects could apply. <br />With this adjustment, this <br />goal would be complete. <br />Adjust the timeline for the <br />HEART Preservation Model. <br />Given current market trends, HEART <br />has paused pursuing this model and <br />hasn’t indicated to the City when work <br />will resume. <br />The City does not control <br />the timeline or this item <br />and therefore staff <br />recommends the status be <br />adjusted to “ongoing.” <br />Adjust the timeline for the <br />Mobile Home Ordinance and <br />Mobile Home Needs <br />Assessment items in the ADS. <br />The pause in ADS work due to the <br />Initiative, along with the activities <br />outlined in this report—including <br />current production efforts and new <br />work associated with MTC—will <br />require staff to adjust the expected <br />timeline for certain tasks, particularly <br />those not tied to legal or funding <br />mandates. <br />Staff recommends <br />revisiting the timeline for <br />these items as part of the <br />FY 2026-2027 budget <br />process. This approach <br />will provide staff with 12 <br />to 18 months to make <br />significant progress on <br />new tasks related to <br />production and policy <br />activities. <br />As an alternative to pursuing the mobile home objectives referenced in the ADS and detailed in Table 5, <br />the City Council could remove these items from the ADS to allow staff to concentrate fully on activities <br />required by law (e.g., the Housing Element) or as a condition for receiving funding (e.g., the Consolidated <br />and PLHA Plans) over the next two years.
