Charging tenants a fee for serving, posting or delivering any notice <br />Charging tenants a fee for paying rent or security deposit by check <br />Effective February 1, 2025 <br />*Ordinary wear and tear is the unavoidable deterioration of a unit resulting from normal use by the tenant. <br />Examples include work carpet due to normal traffic, minor scuffs, chips or smudged, faded paint, fixtures needing <br />repair from regular use, etc. <br />Mobilehome Residency Law (MRL) Updates 2021-2024 <br />2021 <br />Updates <br />Set new minimum standards: <br />o 1) requiring 60-day notice to homeowners when park management will be <br />appearing before a local government board to obtain local approval for change of <br />use of the mobilehome park <br />o 2) reporting and noticing requirements of the park closure impact report <br />o 3) required to pay in-place market value of mobilehome for displaced residents, as <br />applicable <br />Provided COVID-19 related eviction protections for tenants unable to pay rent due to <br />circumstances directly related to the pandemic. It was signed into law as an urgency <br />measure on August 31, 2020 and expired February 1, 2021. <br /> <br />2022 <br />Updates <br />New requirement that mobilehome park management comply with any park rule or <br />regulation prohibiting mobilehome owners from renting or subleasing unless renting or <br />subleasing to an employee. <br />New restrictions for mobilehome parks located between two incorporated cities. <br />New requirements for mobilehome parks that have individual water submeters to bill for <br />water. <br />Clarification that a manufactured home can be considered an ADU if it meets specified <br />requirements. <br />Capped annual rent increases at 5% or CPI (whichever is lower) and enhanced just cause <br />eviction protections for mobile homes. <br />2023 <br />Updates <br />Allows locally passed rent protections to apply towards newly constructed mobilehome <br />spaces, and creates a 10-year exemption for spaces in those parks <br />Clarification that residents can bring a designated representative to meetings between <br />mobilehome owner and park management, requires parks to offer homeowners both in- <br />person and remote meeting options, and expands the list of topics about which park <br />managers must meet with the residents when requested. <br />2024 <br />Updates <br />Clarification of previous law to explicitly include protections capping each residents’ water <br />service charges to only their proportional share based on monthly usage plus a reasonable <br />administrative fee <br />Revision of the Natural Hazard Disclosure Statement that must be provided by a property <br />seller to a potential buyer to include disclosures regarding fire hazard severity zones <br />8.A. - Page 20 of 21 <br />178
