Adopt a resolution authorizing City Manager to sign and execute a Primary Grant Agreement (PGA)
with the San Mateo County Transportation Authority for future Measure A and W funding over the
next 10 years; and
2. By motion, authorize the City Manager, or designee, to execute project-specific supplemental
agreements for allocation of Measures A and W grants over the next 10 years.
STRATEGIC PLAN GUIDING PRINCIPLE
Transportation
BACKGROUND
Measure A:
In 1988, San Mateo County voters approved the Original Measure A, a 20-year half-cent sales tax to fund
and leverage additional funding for transportation projects and programs in San Mateo County. After
approval of Measure A, the San Mateo County Transportation Authority (TA) was created to manage and
administer the sales tax revenues generated in conformance with the Transportation Expenditure Plan
(TEP). The 1988 sales tax expired on December 31, 2008. In 2004, San Mateo County voters reauthorized
the Measure A half-cent sales tax and adopted a new TEP for an additional 25 years (from January 1, 2009
through December 31, 2033). The TEP established funding categories for Transit; Highway Improvements;
Local Streets/Transportation; Grade Separations; Pedestrian and Bicycle Improvements; and Alternative
Congestion Relief projects.
6.C. - Page 1 of 44
19
