Page 2 of 4 <br />City of Redwood City 1017 Middlefield Road, Redwood City, CA. 94063 Tel: 650-780-7000 www.redwoodcity.org <br />Measure W: <br />In 2018, San Mateo County voters approved Measure W, a 30-year half cent sales tax, from July 1, 2019 <br />through June 30, 2048, to fund and leverage additional funding for transportation projects and programs <br />in San Mateo County that are consistent with the Measure W Congestion Relief Plan. The San Mateo <br />County Transit District levies this tax and administers investments for the 50% of the proceeds assigned <br />to the County Public Transportation Systems category in the Congestion Relief Plan. The TA is responsible <br />for administering the remaining 50% of funds assigned to: Countywide Highway Congestion <br />Improvements; Local Safety, Pothole and Congestion Relief Improvements including Grade Separations; <br />Bicycle and Pedestrian Improvements; and Regional Transit Connections. <br />Primary Grant Agreement (PGA): <br />Historically, the TA has executed separate funding agreements, memoranda of understanding, and <br />associated amendments for each phase of each project funded by Measures A and W. To streamline the <br />contracting process, the TA has developed a new Primary Grant Agreement (PGA) through which the TA <br />and project sponsors (local agencies) will document the structure of their relationships and related <br />obligations. Concise individual project supplements will detail each funded project and any project specific <br />requirements during the new 10-year term of the PGA. Consistent with current City policy, individual grant <br />requests over $60,000 will be presented to the City Council for their approval prior to the grant application <br />submittal. Should the City’s policy change in the future, staff will comply with current policy terms. <br />ANALYSIS <br />The San Mateo County Measure A/W has been one of the major sources of funding for City’s <br />transportation projects in the past few years. Redwood City was awarded Measure A/W grants for several <br />transportation projects such as: <br />Jefferson Avenue/Cleveland Street Intersection Improvements, construction phase <br />Hopkins Avenue Traffic Calming Project, construction phase <br />Kennedy Safe Routes to School Project, construction phase <br />Access to Downtown Bikeway Corridors, design phase <br />Vision Zero Education and Encouragement programs <br />El Camino Real Bike Lanes, planning, design, and outreach phase <br />Caltrain Garde separation Study, planning phase <br />In the next few months, City will receive Measure A/W grants for: <br />James Avenue/El Camino Real intersection improvement project, construction phase <br />Vera Avenue Permanent Bicycle Boulevard, construction phase <br />US 101/SR 84 Interchange Improvement Project, Right-of-way and construction phases <br />TA has developed a new PGA. To be eligible for Measures A and W funding over the next 10 years, the TA <br />requires project sponsors’ (local agencies’) governing boards to adopt a resolution by March 1, 2025, <br />authorizing the sponsor’s chief executive, mayor, chair, or designee, to sign a PGA with the TA. <br />6.C. - Page 2 of 44 <br />20
