The new PGA will not have any impact on
the current procedure. In the future, any Measure A/W grant request with required local match, will be
brought to the City Council for review and approval prior to the grant application submittal.
ENVIRONMENTAL REVIEW
Adopting a resolution to support execution of a primary/master funding agreement is not a project under
California Environmental Quality Act (CEQA) as defined in CEQA Guidelines, section 15378, because it has
no potential for resulting in either a direct or reasonably foreseeable indirect physical change in the
environment. Consistent with current practice, if awarded, each project funded through Measure A/W
grants will comply with CEQA requirements for the specific project.
PUBLIC NOTICE
Public notification was achieved by posting the agenda, with the agenda items being listed, at least 72
hours prior to the meeting.
ALTERNATIVES
The City Council may elect to not adopt a resolution to authorize the City Manager to sign and execute a
Primary Grant Agreement (PGA) with the San Mateo County Transportation Authority for Future Measure
A and W Funding and may direct staff to seek other sources of funding for transportation projects.
ATTACHMENTS
Attachment A – Resolution
Attachment B – TA Primary Grant Agreement Template and Project Attributes
REPORT PREPARED BY:
Malahat Owrang, Principal Planner
mowrang@redwoodcity.org
(650) 780-7245
6.C. - Page 3 of 44
21
