Hold a public hearing on proposed increases to solid waste collection rates and <br />if written protests are not made by a majority of the affected parcels, adopt a <br />resolution approving maximum 2025 solid waste collection rates and adopting <br />the Franchise Fee Study (requires 5/7 vote); and <br />2. Direct staff to continue to promote the City's Utility Rate Assistance Program. <br />4
