Page 1 of 6 <br />City of Redwood City 1017 Middlefield Road, Redwood City, CA. 94063 Tel: 650-780-7000 www.redwoodcity.org <br />STAFF REPORT <br />To the Honorable Mayor and City Council <br />From the City Manager <br />DATE: January 27, 2025 <br />SUBJECT <br />Award of contract for 2024 Pavement Overlay Project - Redwood Avenue to maintain roadway surface <br />and add roadway signage, bikeway striping, and speed cushions to increase safety for people walking and <br />riding bicycles to Granite Rock Company, with funding of up to $1,224,174 provided from Measure A and <br />W grants and Senate Bill 1 <br />RECOMMENDATION <br />By motion, approve and authorize the City Manager to execute contract documents and award the <br />standard form construction contract for the 2024 Pavement Overlay Project - Redwood Avenue to Granite <br />Rock Company of San Jose, for their responsive and responsible low bid of $1,112,885 to be funded from <br />Measures A and W grants and from Senate Bill 1, waive certain minor irregularities as set forth in the staff <br />report, and authorize the City Manager or their designee to increase the contract amount, if necessary, <br />up to 10 percent of the amount awarded, for a total amount not to exceed $1,224,174. <br />STRATEGIC PLAN GUIDING PRINCIPLE <br />Transportation <br />BACKGROUND <br />Roadway pavements require repair and preventive maintenance for a variety of reasons, including <br />deterioration and damage due to aging, traffic loads, exposure to the elements, and tree roots. The <br />Roadway Pavement Management Program inventories, assesses, and tracks maintenance of the City’s <br />roadways. The City uses the Metropolitan Transportation Commission’s StreetSaver program, feedback <br />from the Public Works Services Department, maintenance history, comments and requests from the <br />public, and field surveys to evaluate pavement conditions and develop and prioritize roadway <br />maintenance projects. <br />6.D. - Page 1 of 6 <br />63
