A tenant anti-harassment ordinance to address widespread intimidation,
disregard for privacy, verbal abuse, threats, and overall circumvention of the
legal eviction process by bad-actor landlords in Redwood City. This is also clear
from at least 27% of inquiries made to Project Sentinel in the last six months
regarding “Quiet enjoyment”, “Habitability”, and “Discrimination” issues.
Rent control alongside just cause protections. These two protections would
address an additional 41% of issues reported to Project Sentinel: “Rent
increases” and “Eviction Notices.”
The one concrete step that Redwood City has taken in recent years to prevent
displacement is to arrange Know Your Rights trainings and referrals through Project
Sentinel. The truth is that we know our rights. We refer people to CLSEPA and
Legal Aid when they get an eviction notice, we refer people to Fair Oaks Community
Center when they are unable to pay rent, and we know the intake protocols and
capacity of all local service organizations. The truth is, even when families know their
rights and access the available supports, they are displaced from Redwood City.
That’s because we do not have adequate renter protections in this City.
How many more families must be displaced before Redwood City moves beyond
rhetoric and into action?
We are depending on you as our elected leaders. Please instruct City Staff to prepare
a strong just cause ordinance (stronger than state law and including the right to return
at the same rent after renovation), an anti-harassment ordinance and a rent control
ordinance to keep Redwood City affordable and ensure it is a place where everyone
can live in safe, dignified homes
Sincerely,

Leadership Committee of Faith in Action Bay Area in Redwood City
