Page 1 of 4 <br />City of Redwood City 1017 Middlefield Road, Redwood City, CA. 94063 Tel: 650-780-7000 www.redwoodcity.org <br />STAFF REPORT <br />To the Honorable Mayor and City Council <br />From the City Manager <br />DATE: February 10, 2025 <br />SUBJECT <br />Award Courthouse Square Fountain Bowl and Lighting Replacement Project to Pacific Water Art, Inc. in <br />the amount of $271,600; and authorize the City Manager or their designee to increase the contract <br />amount, if necessary, up to 15% of the amount awarded in an amount not to exceed $40,740 for a total <br />amount of $312,340 <br />RECOMMENDATION <br />By motion, approve and authorize the City Manager to execute the contract documents and award the <br />standard form contract for the Courthouse Square Fountain Bowl and Lighting Replacement Project to <br />Pacific Water Art, Inc. of Mountain View, CA for their responsive and responsible low total bid of $271,600; <br />and authorize the City Manager or their designee to increase the contract amount, if necessary, up to 15% <br />of the amount awarded in an amount not to exceed $40,740 for a total amount of $312,340. <br />STRATEGIC PLAN GUIDING PRINCIPLE <br />Excellence in Government Operations <br />BACKGROUND <br />The City of Redwood City (City) Public Works Services (PWS) Department is responsible for facilitating <br />various capital improvement projects under the City’s Capital Improvement Program (CIP). In Fiscal Year <br />(FY) 2020-21, the City Council approved the allocation of $300,000 within the CIP for Courthouse Square <br />Improvements. Courthouse Square is a centerpiece of the city’s downtown landscape, and it annually <br />undergoes routine maintenance of existing facilities. Planned renovations to Courthouse Square include <br />the replacement of twelve fountain bowls and associated lighting components that are no longer <br />economically viable to maintain due to aging infrastructure. Staff plans to replace the fountain bowls with <br />like structures and replace existing lighting components with a new light-emitting diode (LED) lighting <br />system that will allow staff to control the color scheme of lighting within Courthouse Square to coincide <br />6.G. - Page 1 of 4 <br />108
