The following image depicts the general location of the project. <br />Staff’s initial effort to issue a Notice Inviting Bids in FY 2020-21 was delayed due to the COVID-19 <br />emergency. At the end of FY 2021-22, following a formal procurement process, the City Council awarded <br />the project. However, staff requested the City Council’s approval to rescind the award shortly after due <br />to a determination that the scope of work required substantial changes before the project could move <br />forward. On November 25, 2024, staff issued a Notice Inviting Bids (NIB) that was published in the San <br />Mateo Daily Journal and posted on the City’s website. Staff also notified prospective bidders of the <br />solicitation, and the NIB was listed on the Santa Clara Builders Exchange website, an industry resource for <br />contractors seeking open commercial construction projects throughout the region. One bid was received <br />by the December 18, 2024 submission deadline. <br />ANALYSIS <br />The bid received is summarized below: <br />Bidder Bid Price <br />Pacific Water Art, Inc.$271,600 <br />Staff reviewed the bid submitted by Pacific Water Art, Inc. (PWA). Based on staff’s knowledge of the <br />industry, PWA’s bid is reasonable given current market conditions. Further delaying the award of the <br />project or reissuing the NIB would not likely yield a lower price given that construction costs tend to <br />increase with inflation over time.
