Page 1 of 4 <br />City of Redwood City 1017 Middlefield Road, Redwood City, CA. 94063 Tel: 650-780-7000 www.redwoodcity.org <br />STAFF REPORT <br />To the Honorable Mayor and City Council <br />From the City Manager <br />DATE: February 10, 2025 <br />SUBJECT <br />Final acceptance of Roosevelt Avenue Quick-Build Traffic Calming Project, a primarily grant-funded project <br />established to reduce vehicle speeds and increase safety for all road users on Roosevelt Avenue <br />RECOMMENDATION <br />By motion, accept the Roosevelt Avenue Quick-Build Traffic Calming Project and authorize the release of <br />bonds and retention according to City procedures. <br />STRATEGIC PLAN GUIDING PRINCIPLE <br />Transportation <br />BACKGROUND <br />The City Council adopted the Roosevelt Avenue Traffic Calming Plan (Plan) in August 2020. Approval of <br />the Plan included quick-build implementation of the traffic calming measures (Project) that would later <br />transition to implementation of permanent improvements, as recommended by neighborhood survey <br />results. The overall Project will increase traffic safety for neighborhood residents, school students, and <br />their families who walk, bike, take SamTrans buses, or drive along Roosevelt Avenue. <br />Extensive outreach for this Project included four rounds of community outreach and surveys during the <br />planning and conceptual design phase, two neighborhood workshops, and a stakeholder walk audit. The <br />Project received a federal grant through the Metropolitan Transportation Commission’s (MTC) Safe and <br />Seamless Mobility Quick-Strike Program for the construction phase. Engineering design, California <br />Environmental Quality Act (CEQA), and National Environmental Policy Act (NEPA) processes were <br />completed and funded by local funds. <br />The Project scope included quick-build traffic calming improvements along Roosevelt Avenue from El <br />6.B. - Page 1 of 4 <br />12
