Quick-build improvements for the Project include speed humps, <br />new marked crosswalks, Rectangular Rapid Flashing Beacons (RRFBs) at two locations, curb extensions, a <br />road diet at the Upton Street/Roosevelt Avenue intersection, and bicycle pavement markings. <br />Due to the limitations of quick-build materials and requirements for compliance with the American with <br />Disabilities Act (ADA), improvements at the intersection of Roosevelt Avenue and McGarvey Avenue are <br />permanent. These improvements enhanced school crosswalks, raised crosswalks on McGarvey Avenue, <br />and installed a mini roundabout with medians at the intersection. <br />Following the quick-build implementation, staff will evaluate post- installation traffic operations, seek <br />neighborhood feedback, make any necessary refinements to the design, and then install permanent <br />improvements after two to three years. The permanent project is estimated to cost $4,250,000 and will <br />be covered by the One Bay Area Grant 3 (OBAG 3) Funding program ($3,400,000) and local match <br />($850,000). <br />Figure 1: Project Location Map <br />On July 24, 2023, the City Council approved and authorized the City Manager to execute a contract for the <br />Roosevelt Avenue Quick-Build Project to Golden Bay Construction, Inc. for $1,732,592 (plus a 10 percent <br />contingency). <br />6.B. - Page 2 of 4 <br />13
