However, Thompson Builders Corporation (TBC) has been <br />unable to maintain the project schedule and has repeatedly extended the expected completion date. The <br />City and TBC have entered into a Project Extension Agreement in which TBC has committed to substantial <br />completion of building construction by March 15, 2025. <br />Due to ongoing delays, the City needs to amend the agreements with ELS as the Construction <br />Administrator, and with Gilbane as Project Manager, to extend their services. In the City’s Project <br />Extension Agreement with TBC, TBC is responsible for the City’s consultant and project management <br />expenses after February 28, 2025. <br />Construction Administration refers to the duties performed by architects during the construction phase <br />of a project to ensure the project is being built according to the approved plans, specifications, and <br />contract documents. It serves to maintain the design intent, ensuring the finished product is consistent <br />with the approved drawings and design. <br />6.I. - Page 3 of 14 <br />149
