On July 24, 2023, the City Council approved Amendment No. 2 in the amount of $653,782 due to the delays in construction resulting in the project continuing to need project management services. On July 15, 2024, the City Council approved Amendment No. 3 in the amount of $695,460 due to the delays in construction resulting in the project continuing to need project management services. However, Thompson Builders Corporation (TBC) has been unable to maintain the project schedule and has repeatedly extended the expected completion date. The City and TBC have entered into a Project Extension Agreement in which TBC has committed to substantial completion of building construction by March 15, 2025. Due to ongoing delays, the City needs to amend the agreements with ELS as the Construction Administrator, and with Gilbane as Project Manager, to extend their services. In the City’s Project Extension Agreement with TBC, TBC is responsible for the City’s consultant and project management expenses after February 28, 2025. Construction Administration refers to the duties performed by architects during the construction phase of a project to ensure the project is being built according to the approved plans, specifications, and contract documents.
