<br />to creating an inclusive and supportive environment for all residents. The new 45,000 square foot facility
<br />will house multipurpose rooms for events, meetings, and workshops, non-profit center, health and
<br />wellness programs, a state-of-the-art kitchen for meal services, and a dedicated space for veterans to
<br />gather, share their experiences, and access essential resources.
<br />ELS was selected through a competitive qualifications and negotiation process for this project because of
<br />their notable experience in creating innovative and accessible public spaces that can cater to a variety of
<br />needs. They were tasked with the architectural design and oversight of the Project.
<br />On June 25, 2018, the City Council approved the design/development and construction documentation
<br />services agreement for the Project with ELS in the amount of $5,118,639.
<br />On February 24, 2020, the City Council approved Amendment No. 1 to the original agreement in the
<br />amount of $3,228,022 for construction administration for the Project.
<br />On September 27, 2021, the City Council approved Amendment No. 2 in the amount of $219,623 due to
<br />increased fees from rebidding of the Project due to COVID-19 pandemic impacts and extended service
<br />time.
<br />On July 24, 2023, the City Council approved Amendment No. 3 in the amount of $248,472 due to the
<br />delays in construction resulting in the project continuing to need construction administration services.
<br />On February 26, 2024, the City Council approved Amendment No. 4 in the amount of $429,670 due to the
<br />delays in construction resulting in the project continuing to need construction administration services.
<br />On July 15, 2024, the City Council approved Amendment No. 5 in the amount of $362,635 due to the
<br />delays in construction resulting in the project continuing to need construction administration services.

<br />Gilbane, with their strong track record in managing complex construction projects, was selected as project
<br />manager. Their responsibilities include coordinating with multiple stakeholders, maintaining project
<br />timelines, and ensuring the Project stays within budget. Their original agreement was approved by City
<br />Council on September 9, 2019, in the amount of $2,916,044 for Project Management services.
