Page 2 of 3 <br />City of Redwood City 1017 Middlefield Road, Redwood City, CA. 94063 Tel: 650-780-7000 www.redwoodcity.org <br />To address this need, PWS issued a Notice Inviting Bids (“NIB”) on September 3, 2024, for inspection and <br />cleaning services for water storage tanks. The NIB was emailed to 15 potential contractors, posted on the <br />City’s website, and published in the San Mateo Daily Journal. Staff received bids from two contractors: <br />H2O Solutions, L.L.C. and Blue Locker Commercial Diving. The following table summarizes the total bid <br />price by contractor. <br />Table #1: Total Bid Price by Contractor <br />Contractor Total Bid Price* <br />H2O Solutions, L.L.C.$83,200.00 <br />Blue Locker Commercial Diving $183,000.00 <br />*The Total Bid Price is the cost to clean and inspect all fifteen tanks. <br />The lowest responsive and responsible bidder was H2O Solutions, L.L.C., with the total bid price of <br />$83,200. This total does not include the cost of disposal fees, hourly rates for minor repairs, overtime <br />rates, epoxy materials, and additional sediment bags. Staff recommends awarding the agreement to H20 <br />Solutions, L.L.C. as the lowest responsive and responsible bidder, and approving and authorizing the City <br />Manager to execute an Agreement for Services with H2O Solutions, L.L.C., through June 30, 2025, in a <br />total not-to-exceed amount of $80,000, which includes cleaning five tanks scheduled for the current fiscal <br />year and a contingency amount to cover any unanticipated repair needs. Staff also recommends <br />authorizing the City Manager to extend the agreement for one additional two-year term, which includes <br />cleaning and some contingency for the remaining 10 tanks, for an aggregate total not-to-exceed amount <br />of $175,000. <br />FISCAL IMPACT <br />The amount of $80,000 is available to allocate from the Water Utility Fund operating budgets. <br />ENVIRONMENTAL REVIEW <br />This activity is not a project under California Environmental Quality Act (CEQA) as defined in CEQA <br />Guidelines, section 15378, because it has no potential for resulting in either a direct or reasonably <br />foreseeable indirect physical change in the environment. <br />PUBLIC NOTICE <br />Public notification was achieved by posting the agenda, with the agenda items being listed, at least 72 <br />hours prior to the meeting. <br />ALTERNATIVES <br />The City Council may elect not to award the Agreement for Services to H2O Solutions, L.L.C. and direct <br />staff to issue a new solicitation. <br />6.E. - Page 2 of 23 <br />53
