Granting the City Manager this <br />authority for the anticipated amendments will help ensure the timely execution of the Project and allow <br />for prompt payment of requests. This delegation of signature authority is consistent with past City <br />practice. For example, on January 27, 2025, the City Council approved a similar delegation for the <br />execution of Project-Specific Supplemental Agreements with SMCTA, which are subordinate to the <br />Primary Grant Agreement with SMCTA for this project. <br />Granting this signature authority will help expedite the amendment process and ensure the City can <br />promptly submit reimbursement requests to Caltrans for R/W expenditures. <br />EQUITY IMPACT STATEMENT <br />Residents living in or near the Project area, primarily in U.S. Census tracts 6102.01 and 6105, are subject <br />to multiple transportation and environmental burdens. Both Census tracts have pollution burdens at or <br />above the 70th percentile, according to Cal Enviroscreen 4.0, and rank in the 99th percentile for <br />environmental burden, 91st percentile for climate and disaster risk burden, and 85th percentile for social <br />vulnerability, according to the U.S. DOT’s Equitable Transportation Community Explorer. <br />This Project aligns with the federal Justice40 Initiative by prioritizing benefits for residents of Areas of <br />Persistent Poverty (APP) and Historically Disadvantaged Communities (HDC). The Project is expected to <br />significantly reduce air pollution, cutting emissions of all major air pollutants by an average of 75 percent. <br />Additionally, the Project will connect communities to open space along the bay shoreline, enhance transit <br />access, and improve access to essential destinations such as nearby healthcare centers (including Kaiser <br />Permanente and Stanford Medical Centers), grocery stores, recreational facilities, and educational <br />institutions. <br />FISCAL IMPACT <br />Delegating signature authority for this Project has no fiscal impact and enables $8.0M of INFRA funds to <br />be used. <br />ALTERNATIVES <br />If the City Council elects not to delegate signature authority, City staff will bring the Caltrans R/W <br />Cooperative Agreement to the City Council for consideration. This process may delay the City’s receipt of <br />funding and execution of project-related agreements. <br />6.A. - Page 3 of 5 <br />9
