Since the existing contract
with CentralSquare will expire on February 26, 2025, staff are requesting an amendment to ensure ease
of access to existing cases and continue to allow customers to request basic permits such as residential
water heater installations and furnace replacements through online permit submittal.
This amendment will also support ongoing software maintenance. The maintenance enables the City to
receive automatic updates to the software and allows staff to seek technical assistance when needed. The
term of the original agreement was three years following the execution date, with the option for
automatic renewal for an additional one-year term, unless terminated by the City or CentralSquare at
least six months prior to the expiration date of the initial 3-year term. The Amendment No. 1 will extend
the contract for an additional 1-year term, which will result in a total of 5 years under contract. The
breakdown of the original Agreement and Amendment No. 1 are outlined below:
Agreement Amount Timeframe
Original Agreement $370,000 February 2021 – February 2025
Amendment No. 1 $56,153 February 2025 – February 2026
Total $426,153 February 2021 – February 2026 (5 years @
approximately $85,231/year
FISCAL IMPACT
The total not-to-exceed amount of the original agreement was $370,000. The amendment will cost an
additional $56,153 for the period from February 26, 2025, to February 25, 2026.
Additional funding has been requested as a mid-year budget amendment for Building Division and will be
fully offset by building permit revenue. The annual maintenance fees shall continue to be paid by the
Building Division budget. Building permit revenue for FY2024-25 is $1,851,496 as of January 2025.
ENVIRONMENTAL REVIEW
This activity is not a project under California Environmental Quality Act (CEQA) as defined in CEQA
Guidelines, section 15378, because it has no potential for resulting in either a direct or reasonably
foreseeable indirect physical change in the environment.
PUBLIC NOTICE
Public notification was achieved by posting the agenda, with the agenda items being listed, at least 72
hours prior to the meeting.
6.E. - Page 2 of 7
114
