By motion, approve the fourth amendment to the 2019 Action Plan which reallocates unused <br />Community Development Block Grant Coronavirus (CDBG-CV) funds previously set aside for rental <br />assistance to offer free healthcare job training program for low-income Redwood City residents; and <br />2. By motion, approve and authorize the City Manager to execute a CDBG-CV agreement with STEP Into A <br />Job! for $143,609 to provide a healthcare job training program by March 2026 for low-income Redwood <br />City residents, subject to any minor, clarifying and conforming changes approved by the City Attorney and <br />take all actions necessary to effectuate the agreement. <br />STRATEGIC PLAN GUIDING PRINCIPLE <br />Healthy Community for All <br />BACKGROUND <br />As a condition of receiving Community Development Block Grant (CDBG) funding from the U.S. <br />Department of Housing and Urban Development (HUD), the City must develop a five-year Consolidated <br />Plan which identifies priorities and strategies for meeting the needs of low-income community members. <br />The Consolidated Plan is carried out through Annual Action Plans, which summarize the actions, activities, <br />and the specific resources that will be used each year to address the needs and specific goals identified in <br />the Consolidated Plan. On April 22, 2019, the City Council approved the 2019 Action Plan, which covers <br />the program year from July 1, 2019 to June 30, 2020. <br />6.F. - Page 1 of 36 <br />120
