<br />On March 27, 2020, the Coronavirus Aid, Relief, and Economic Security (CARES) Act was enacted, which
<br />made available $5 billion of one-time CDBG-CV funding. The CDBG-CV funding is intended to prepare,
<br />prevent, and respond to the spread of infectious diseases such as Coronavirus and jurisdictions must
<br />document how the funds tie-back to these goals. The City received two allocations of CDBG-CV funds for
<br />a total of $1,090,327. The City received CDBG-CV funds as part of the 2019 Action Plan and therefore any
<br />changes in the use of CDBG-CV require amendments to the 2019 Action Plan.
<br />In May 2020, the City Council approved a first substantial amendment to the 2019 Action Plan, committing
<br />its first CDBG-CV allocation ($448,039) to the COVID-19 Emergency Rental Assistance Program, which was
<br />operated by the Fair Oaks Community Center (FOCC). In March 2021, the City Council approved a second
<br />substantial amendment, committing its second allocation of CDBG-CV funds ($642,288) between grant
<br />administration, the COVID-19 Emergency Rental Assistance Program, and a COVID-19 Childcare Provider
<br />Assistance Program through the Community Child Care Council (4Cs) of San Mateo County. In November
<br />2022, the City prepared a third minor amendment to the 2019 Action Plan allocating $16,426 in unspent
<br />Childcare Provider Assistance funds to the COVID-19 Emergency Rental Assistance Program.
<br />As of December 2024, the City has $143,609 in unspent CDBG-CV funds from the COVID-19 Emergency
<br />Rental Assistance Program and $27,094 in unspent CDBG-CV administration funds. See Table 1 below for
<br />additional information.

<br />Staff expect to spend the $27,094 in unspent CDBG-CV administration funds by the June 2026 expenditure
<br />deadline but do not expect to spend the $143,609 on COVID-19 Emergency Rental Assistance and
<br />recommends reallocating these funds. Since the first CDBG-CV allocation was committed in May 2020, a
<br />wide range of pandemic response and recovery funding sources became available to the community. As
<br />the number of people vaccinated against COVID-19 expanded and businesses reopened to the public, the
<br />need for financial assistance that can be documented as being directly related to COVID-19 impacts has
<br />significantly declined.
