REV: 02-12-25 LF <br />EXHIBIT “A” <br />Scope of Services and Fee <br />I. SCOPE OF SERVICES <br />Consultant will furnish all labor, materials, and equipment necessary for laboratory <br />analyses of drinking water, recycled water, storm water, brackish lagoon, groundwater, <br />soil, and other samples. All analyses must be performed in accordance with standards <br />and procedures set forth by the United States Environmental Protection Agency <br />(USEPA), Title 40 Code of Federal Regulations Part 136, California Code of Regulations, <br />and State and Regional Water Resources Control Board guidelines, where applicable. <br />A. Environmental Laboratory Accreditation Program (ELAP) <br />Consultant must maintain current accreditation for all sample matrixes, analytes, and <br />methods they are providing for the duration of the Agreement. Consultant must be <br />accredited in the appropriate ELAP designated Fields of Accreditation (FOA) for the <br />analyses they are providing. <br />B. Courier Service <br />Consultant will provide delivery and pickup of prepared sample bottles/containers and <br />chain of custody forms to and from Public Works Services (“PWS”), located at 1400 <br />Broadway Street, Redwood City, CA 94063. Depending on the type of sample, sample <br />delivery and pick-up may be regularly scheduled or requested on an as-needed basis. <br />Consultant will provide all necessary transport containers and ice to preserve samples. <br />Samples will need to be delivered and picked-up Mondays through Fridays, between 7:30 <br />AM and 3:30 PM. Consultant must also be available to pick-up samples within twenty- <br />four-hour notice and deliver samples no later than seventy-two hours after receiving a <br />request. <br />C. Timeliness for Analysis <br />All samples shall be analyzed by the Consultant within 15 calendar days starting from <br />receipt of the sample but shall not exceed the required holding time for samples per the <br />approved analytical method. However, drinking water samples for Unregulated <br />Contaminant Monitoring Rule Part 5 (UCMR 5) shall be analyzed by the Consultant within <br />20 calendar days starting from receipt of the sample but shall not exceed the required <br />holding time for samples per the approved analytical method. <br />D. Notification of Sample Results <br />In the event that sample results exceed regulatory guidelines, Consultant will follow the <br />State Water Resources Control Board’s Division of Drinking Water (SWRCB DDW) <br />procedures for notification. <br />E. Electronic Data Transfer <br />If providing analysis of drinking water, Consultant must be able to submit regulatory <br />results electronically to the SWRCB DDW through Electronic Data Transfer (EDT). <br />ATTY/AGR.2025.023/Alpha Analytical Laboratories, Inc.
