9 <br />4 Emergency Access Clearance: Parklets <br />and Sidewalk Cafes must maintain <br />the following minimum setbacks and <br />clearances. <br />a. A minimum 15-foot clearance shall be <br />maintained from a fire hydrant and all <br />other fire appurtenances. <br />b. If a Fire Department Connection (FDC) <br />is present on a building adjacent to <br />the Parklet or Sidewalk Cafe, a 3-foot- <br />wide unobstructed passage shall be <br />maintained from the street to the FDC. <br />c. To accommodate service vehicles and <br />emergency access, a minimum 10-foot <br />clearance shall be maintained from <br />the Roadway centerline and a 20-foot <br />clearance shall be maintained from the <br />opposite curb or Parklet (see Diagrams <br />4, 6 & 9-11). <br />d. If umbrellas and/or other retractable <br />Overhead Coverings are used, they <br />should be shown in the fully open <br />position without obstructing any fire <br />access road clearance requirements. <br />e. Aerial fire truck access is dependent on <br />the size and height of the buildings that <br />the Parklet or Sidewalk Cafe is located <br />in front of. Aerial fire apparatus access <br />roads must be located within a specified <br />distance from the building, often 15-30 <br />feet from the structure, to allow the <br />aerial ladder or platform to reach the <br />upper levels effectively. No physical <br />barriers, including Movable and Fixed <br />Improvements, should impede fire <br />access, including aerial ladder access. <br />Diagram 4: Emergency Access Clearances <br />II. ACCESSIBLE DESIGN REQUIREMENTS <br />Access to and on the proposed Parklet and/or <br />Sidewalk Cafe shall be designed, constructed, <br />and in conformance with the applicable <br />provisions and guidelines of the California <br />Building Standards Code, which as of the date of <br />these Guidelines requires that: <br />1 Accessible routes must be provided to all <br />required accessible dining areas, including <br />raised or sunken dining areas and outdoor <br />dining areas. To be accessible, the running <br />slope cannot exceed 1:20 (5%) and the cross <br />slopes must be 1:48 max (2%). <br />2 Accessible entryways to the Parklet or <br />Sidewalk Cafe shall be a minimum of 60 <br />inches (5 feet) wide. <br />3 Access must be provided from the <br />Pedestrian Zone to the Parklet or Sidewalk <br />Cafe entrance, platform surface, wheelchair <br />turning space, and wheelchair resting place. <br />The accessible route must not be obstructed <br />ATTY/RESO.0017/CC RESO OUTDOOR BUSINESS ACTIVITY PROGRAM GUIDELINES - EXHIBIT A <br />REV: 03-03-25 JB <br /> <br />Page 12 of 34
