17 <br />3 Barrier Design Requirements <br /> Except as required in compliance with an <br />Applicant’s ABC license, vertical barriers <br />are not required for Parklets and Sidewalk <br />Cafes on the Broadway Pedestrian Mall. In <br />cases where Applicants choose to install <br />barriers, they are encouraged to choose a <br />barrier design that is low and provides visual <br />and physical openings (i.e. does not have a <br />continuous edge). For example, individual <br />planter pots spaced 4-5 feet apart provide <br />an excellent means of delineating the <br />borders of a Parklet or Sidewalk Cafe space <br />while meeting the design and functional <br />intent of the City’s Pedestrian Streets. See <br />examples in Section 8. <br />The following barrier design requirements <br />supplement these recommendations: <br />• The entire length of the Parklet or Sidewalk <br />Cafe adjacent to the Pedestrian Zone must <br />remain unobstructed by barriers, planters, or <br />other fixed features. <br />• In order to provide pedestrian access from the <br />street to fronting businesses, Parklets 25 feet <br />in length or longer that include a barrier with a <br />continuous edge must provide a gap at least 4 <br />feet wide in the barrier to allow for pedestrian <br />passage, as well as a 4-foot pedestrian clear <br />space between the barrier gap and the <br />Parklet entrance adjacent to the Pedestrian <br />Zone. Parklets 40 feet in length or longer <br />that include a barrier with a continuous edge <br />must provide two gaps at least 4 feet wide <br />in the barrier as well as a 4-foot pedestrian <br />clear space between each barrier gap and the <br />Parklet entrance adjacent to the Pedestrian <br />Zone. <br />4 Accessible Design Requirements <br /> Parklets and Sidewalk Cafes within the <br />Broadway Pedestrian Mall are not required <br />to utilize a platform structure. If they do not <br />and the Parklet or Sidewalk Cafe is located <br />in the former Vehicular Zone, there must still <br />be an accessible route from the Pedestrian <br />Zone into the Parklet or Sidewalk Cafe, such <br />as a wheelchair-accessible ramp bridging <br />the curb between the sidewalk and the <br />street. The ramp is considered a Parklet <br />fixture and must comply with CBC 11B-405 <br />& 11B-406. If an Applicant chooses to use a <br />platform structure, refer to Section 4B, Part <br />II, Platform Design Requirements. <br />II. THEATRE WAY <br /> <br />1 Location, Setback, and Clearance <br />Requirements <br />a. On Theatre Way, the Pedestrian Zone <br />may be located adjacent to the fronting <br />building. Alternatively, an Applicant <br />may opt to locate a Parklet or Sidewalk <br />Cafe adjacent to the fronting building <br />and provide required Pedestrian Zone <br />clearance street-side from their Parklet or <br />Sidewalk Cafe. In either case, a minimum <br />5-foot continuous pedestrian clearance <br />must be maintained that connects to the <br />Pedestrian Zone on either side of the <br />business frontage. See Diagram 10. <br />b. To ensure connectivity and access <br />between the street and fronting <br />businesses, a 5-foot passage between <br />two or more adjacent Parklets or <br />Sidewalk Cafes shall be maintained. The <br />overall passage dimension may be split <br />between adjoining Parklets or Sidewalk <br />Cafes. On the east side of Theatre Way, <br />passages must be aligned with breaks <br />in the street planters at the top of the <br />steps. No passage shall be required when <br />two or more Parklets or Sidewalk Cafes <br />at neighboring businesses are located <br />directly adjacent to a fronting building (i.e. <br />the Pedestrian Zone is not located directly <br />adjacent to the building). See Diagram 10. <br />c. No Parklet, Sidewalk Cafe, trash <br />receptacle or any other Movable or Fixed <br />Improvement shall encroach between the <br />two trees that mark access to the back <br />alley that allows access to the Fox Theatre. <br />See Diagram 11. <br />2 Platform Design Requirements <br /> The use of a platform structure is not <br />required for Parklets and Sidewalk Cafes on <br />Theatre Way.
