16
C REQUIREMENTS APPLICABLE TO
PARKLETS AND SIDEWALK CAFES ON
PEDESTRIAN STREETS
The following design standards and guidelines
apply to Parklets and Sidewalk Cafes on
Pedestrian Streets only.
As of March 2025, Redwood City has two
Pedestrian Streets: the Broadway Pedestrian
Mall (2000 Block of Broadway) and Theatre Way
(800 Block of Middlefield Road). Pedestrian
Streets are intended to promote a lively and
active environment Downtown by setting
aside additional space for pedestrians to stroll,
gather, and enjoy the adjacent businesses. It
is important to note that Pedestrian Streets
also serve as designated fire access roads, and
minimum Emergency Access Clearances must
always be maintained to ensure the safety of the
public and facilitate emergency design response.
Parklets and Sidewalk Cafes in Redwood
City’s Pedestrian Streets have distinct design
requirements that are different than Parklets in
Roadways.
Because of the unique purpose and design of
Pedestrian Streets, Parklets and Sidewalk Cafes
located here shall be highly open to pedestrian
traffic with minimal barriers and fencing in
order to reduce physical and visual obstructions
between the street and ground-floor businesses.
Furthermore, the Broadway Pedestrian Mall and
Theatre Way each have unique design attributes
that require additional design differentiation.
The specific requirements on each street are
described separately below.
I. BROADWAY PEDESTRIAN MALL
1 Setback and Clearance Requirements
To ensure connectivity and access between
the street and fronting businesses, a
5-foot passage between two or more
adjacent Parklets or Sidewalk Cafes shall be
maintained. The overall passage dimension
may be split between adjoining Parklets or
Sidewalk Cafes.
2 Platform Design Requirements
Parklets in the former Vehicular Zone of
Broadway are not required to utilize a
platform structure. If the Applicant does
not use a platform structure, they must still
provide an accessible route to the Parklet
from the sidewalk. If they do use a platform
structure, refer to Section 4B, Part II,
Platform Design Requirements.
Diagram 9: Broadway Pedestrian Mall Clearances
ATTY/RESO.0017/CC RESO OUTDOOR BUSINESS ACTIVITY PROGRAM GUIDELINES - EXHIBIT A
REV: 03-03-25 JB
