15
II. PLATFORM DESIGN REQUIREMENTS
1 Platforms and fixtures shall not be bolted
or affixed in any way to the Roadway or
any structure, including, but not limited
to, sidewalks, curbs, buildings, fire hydrants,
street trees, streetlights, parking meters, or
traffic poles.
2 Platforms shall be constructed of durable,
fire-resistant materials able to withstand the
effects of the outdoor environment.
3 Platforms shall allow for access to site-
specific utilities, such as storm sewer covers,
utility cabinets, and underground vaults, by
employing in their design and construction
access panels or removable pavers.
4 Platforms shall be flush with the adjacent
sidewalk ground plane. Any horizontal gaps
between the platform and sidewalk shall
be one-half inch or less and any vertical
differentiation shall be one-quarter inch or less.
5 A Parklet platform and its enclosure shall
not be mounted on wheels.
6 Pouring concrete for Parklet platforms is
not permitted, but concrete pavers may be
utilized as long as they do not impede the
ability for stormwater to enter the gutter.
7 The sub-structure or platform support
shall accommodate the crown of the
road and provide a level surface for the
Parklet through the use of a pedestal
system (illustrated in Substructure or
Platform Leveling diagram), steel or wood
substructure, angle beams, or other
similar method. To accommodate seasonal
conditions, the Applicant may propose
alternative platform materials and designs
for review and approval by the City.
8 Platforms shall allow curbside drainage flow
with the following:
a. A 4-inch height by 6-inch width
minimum clear gutter space shall be
provided along the entire length of the
proposed platforms. The Engineering
and Transportation Department will
evaluate cases where the street or gutter
is non-standard to determine whether
an applicant may modify the geometry
of the gutter space where site conditions
demand it.
b. Openings at either end of a Parklet and
any other spaces that would allow access
underneath shall be covered with metal
screens to prevent rodent access and
debris buildup beneath the platform and
in the gutter. See Section 7, Operations
and Maintenance.
c. All Parklets shall provide access through
the Parklet platform or threshold to the
gutter adjacent to the curb to facilitate
cleaning/maintenance. Access may be
provided through removable panels,
pavers, or other means.
Diagram 7: Platform and Sidewalk
Leveling & Curbside Drainage Diagram 8: Substructure/
Pedestal System LevelingATTY/RESO.0017/CC RESO OUTDOOR BUSINESS ACTIVITY PROGRAM GUIDELINES - EXHIBIT A
REV: 03-03-25 JB
