POLICY CONTEXT OF THE OUTDOORBUSINESS ACTIVITY PROGRAM <br /> n 2001, Redwood City adopted its first policy <br /> related to developing and enhancing successful, <br /> vital, and engaging centers of activity in the <br />City. General Plan Policy BE-17.1 states: <br />Accommodate outdoor cafes and similar <br />neighborhood-serving uses in the public right- <br />of-way as a means of promoting pedestrian <br />activity and center vitality. Ensure that access <br />and noise considerations relative to surrounding <br />uses are sufficiently addressed. <br />DEVELOPMENT OF THE OUTDOOR <br />BUSINESS ACTIVITY PROGRAM <br />During the COVID-19 Pandemic, outdoor dining <br />became essential to business’ survival. The City <br />determined to make a more formal program <br />available for businesses.
