Page 1 of 13 <br />City of Redwood City 1017 Middlefield Road, Redwood City, CA. 94063 Tel: 650-780-7000 www.redwoodcity.org <br />STAFF REPORT <br />To the Honorable Mayor and City Council <br />From the City Manager <br />DATE: March 10, 2025 <br />SUBJECT <br />2024 Housing Element Annual Progress Report on the City’s progress toward meeting its 2023-2031 <br />Regional Housing Needs Assessment obligations and 2024 General Plan APR on the City’s progress toward <br />implementing the General Plan <br />RECOMMENDATION <br />By motion, accept the 2024 Housing Element Annual Progress Report (APR) and the 2024 General Plan <br />APR and authorize the City Manager to submit them to the State of California Department of Housing and <br />Community Development and Office of Land Use and Climate Innovation (respectively) in compliance with <br />Government Code Section 65400 (Administration of the General Plan). <br />STRATEGIC PLAN GUIDING PRINCIPLE <br />Housing <br />Excellence in Government Operations <br />BACKGROUND <br />In February 2023, Redwood City adopted its 2023-2031 Housing Element, which describes the Regional <br />Housing Needs Allocation (RHNA) assigned to the City and identifies a variety of programs and policies to <br />meet the City’s housing needs. The RHNA represents the State-mandated number of housing units—and <br />the affordability of those units—a jurisdiction must plan for in its Housing Element to meet its <br />community’s housing needs. A housing unit must be issued a building permit to be counted toward a <br />jurisdiction’s RHNA obligation. California jurisdictions have eight years to fulfill their RHNA obligations, <br />after which time the State assigns a new 8-year RHNA. Bay Area jurisdictions, including Redwood City, <br />concluded the second year of the 2023-2031 RHNA cycle on December 31, 2024. <br />  <br />6.A. - Page 1 of 52 <br />10
