Page 2 of 13 <br />City of Redwood City 1017 Middlefield Road, Redwood City, CA. 94063 Tel: 650-780-7000 www.redwoodcity.org <br />State law requires that local jurisdictions submit a Housing Element Annual Progress Report (APR) to the <br />California Department of Housing and Community Development (HCD) by April 1 each year to <br />demonstrate annual efforts toward meeting the jurisdictions RHNA, as well as work completed on housing <br />programs identified in the Housing Element. State law requires that the report be considered at a public <br />meeting where members of the public are allowed to provide oral testimony and written comments. <br />State law also requires that local jurisdictions submit a General Plan APR to the California Governor’s <br />Office of Land Use and Climate Innovation (LCI) and HCD by April 1 each year to demonstrate annual <br />efforts toward implementing the jurisdiction’s General Plan. <br />On February 18, 2025, the Planning Commission unanimously recommended the City Council accept the <br />Housing Element Annual Progress Report and the General Plan Annual Progress Report and authorize the <br />City Manager to submit the reports to the necessary State agencies. The Commission discussed Accessory <br />Dwelling Units (ADU) and wants to encourage more of them to be built, and also discussed the challenges <br />of the current economic climate in which projects receive entitlements but do not proceed to pull building <br />permits. <br />ANALYSIS – HOUSING ELEMENT APR <br />2024 Permitting Activity <br />The Housing Element APR (Attachment A, Table A2) shows the number of housing units that received <br />building permits in the calendar year 2024. As shown in Table 1 below (column D), 176 units were issued <br />building permits between January 1, 2024, and December 31, 2024. These units are in the following <br />projects: <br /> <br />1401 Broadway (Broadway Plaza, Building 3) – 120 units (including 95 low income, 12 very low <br />income, 12 extremely low income units, and 1 market rate unit) <br />239 Vera Avenue – 5 market rate units <br />1425 Middlefield Road – 2 market rate units <br />Accessory Dwelling Units (ADUs) in various locations citywide – 49 units1 <br /> <br />To date, Redwood City has issued building permits for a total of 831 units in the current RHNA cycle <br />(column F), representing 18% of the City’s total 2023-2031 RHNA. Figure 1 shows the number of total <br />housing units issued building permits to date compared to the City’s overall 2023-2031 RHNA obligation <br />by income level. <br /> <br /> <br /> <br />1 In lieu of conducting an affordability analysis of permitted ADUs, Redwood City assumes ADUs are distributed <br />among income categories in the following manner: 30% very low income, 30% low income, 30% moderate income, <br />and 10% above moderate income.
