Entitlements were issued for 186 units in 2024. Currently over
1,500 housing units are being considered for entitlement through applications that have been submitted.
These units are excluded from the APR as the development applications are still deemed incomplete or
have not yet been approved. Significant projects entitled in 2024 include:

590 Veterans Blvd/91 Winslow Street – 95 ownership units (including 10 very low income and 85
market rate units)
847 Woodside Road – 72 rental units (including 31 very low income, 40 low income, and 1 market rate
manager unit)
77 Birch Street – 9 market rate ownership units.

2024 Major Construction Activity
While housing unit construction is not factored into jurisdictions’ RHNA count, the City tracks and is highly
invested in seeing all permitted units constructed. Housing construction activity in 2024 included:

Continued construction of 1401/1501 Broadway (aka Broadway Plaza), with completion of all
subterranean infrastructure work and vertical structural construction of the residential buildings (1-
3). The overall project includes 518 rental housing units (including 12 extremely low income, 12 very
low income, and 95 low income units).
6.A. - Page 5 of 52
14
