Page 6 of 13 <br />City of Redwood City 1017 Middlefield Road, Redwood City, CA. 94063 Tel: 650-780-7000 www.redwoodcity.org <br />Continued construction of Elco Yards (1601 El Camino Real), with completion of vertical structural <br />construction of all commercial buildings and substantial utility work for both commercial and <br />residential development. The overall project includes 540 rental units (including 15 extremely low, 24 <br />very low, 67 low, and 41 moderate units). <br />Three townhome projects neared construction completion at 239 Vera Avenue, 955 Woodside Road, <br />and 31 Center Street. <br /> <br />2024 Housing Element Program Implementation Activity <br />In addition to the above permitting activity, the City continued to implement the 39 programs in its 2023- <br />2031 Housing Element in 2024. Required program activities vary widely in terms of scope, complexity, and <br />impact. Most programs are comprised of multiple related activities, some of which require single actions <br />(e.g., a zoning code update) but many which require sustained and ongoing attention from City staff <br />throughout the entire eight-year Housing Element cycle (e.g., community engagement to preserve at-risk <br />affordable housing). Of the 39 programs, all but two are either complete, partially complete, or require <br />ongoing action/monitoring by staff; those that have yet to commence implementation have target dates <br />later in the RHNA cycle. Required program activities vary widely in terms of scope, complexity, and impact. <br />In 2024 Redwood City staff advanced numerous program tasks, including the following: <br /> <br />Zoning Ordinance and Municipal Code amendments that included the following actions to: <br />o Establish regulations regarding the use, location, and development standards for Single Room <br />Occupancy Facilities and Group Homes and amend the General Commercial—Residential (CG- <br />R) zoning district to allow low-barrier navigation centers. These measures are intended to <br />support greater housing options for special needs and extremely low income households. <br />(Program H3-3: Housing Options for Special Needs and Extremely Low Income Households) <br />o Exempt 100% affordable housing projects from utility undergrounding requirements and <br />allow residential buildings of 4 units or fewer or minor subdivisions (4 or fewer lots) in <br />residential zoning districts to pay an in-lieu fee for utility undergrounding. These measures <br />are intended to reduce the cost of producing affordable housing and missing middle housing. <br />(Program H4-1: Site Improvements and Fees) <br />o Reduce the number of units required in new condo projects from 5 to 2 in order to support <br />home ownership opportunities in the community. (Program H2-5: First-Time Homebuyer <br />Opportunities) <br />o Implement minor changes to the City’s Density Bonus Ordinance to better align with State <br />law and allow for easier implementation should State law related to density bonus continue <br />to change. (Program H4-4: Density Bonuses) <br /> <br />Advanced measures to support ADU development (Program H1-5: Accessory Dwelling Units): <br />o Partnered with the San Mateo County (SMC) ADU Resource Center to provide a one-stop <br />resource center for the public to help facilitate development of ADUs. The SMC ADU Resource <br />Center, which launched in Summer 2024, provides resources to residents who want to build <br />6.A. - Page 6 of 52 <br />15
