The City is still processing this application but expects to issue its <br />first loan in 2025. (Program H2-8: Preservation, Acquisition and Rehabilitation of Existing Housing) <br /> <br />The City made a conditional funding commitment of $4.3 million to the affordable housing project at <br />1304 Middlefield (94 rental units). The project was entitled in 2023. (Program H2-4: Affordable <br />Housing Development/Inclusionary Housing) <br />The City made significant progress in supporting homeless households to find shelter (Program H3-3: <br />Housing Options for Special Needs and Extremely Low Income Households): <br />o From Homeless to Housed – Transitioned 131 homeless households into interim and <br />permanent housing through the utilization of on-demand units at the Navigation Center (non- <br />congregate shelter in Redwood City), referrals to San Mateo County Coordinated Entry <br />System (CES), and partnering with the non-profit LifeMoves to launch a housing subsidy <br />program. <br />o Decrease in Active Encampments by 31% – Between January and December 2024, the number <br />of active encampments decreased from a high of 38 to 26, and the number of people residing <br />in encampments decreased from a high of 92 residents to a low of 57 residents. <br /> <br />o Unsheltered Homelessness decreased by 23% – According to the San Mateo County One Day <br />Count, the unsheltered population in Redwood City decreased from 245 in 2022 to 189 in <br />2024. <br /> <br />City staff will continue implementation of the various programs in the Housing Element and anticipates <br />bringing additional Zoning Code updates that address program requirements for Planning Commission <br />recommendation and City Council approval in late 2025.   <br /> <br />Anticipated 2025 Permitting, Entitlement, and Construction Activity  <br />Looking ahead to 2025, City staff anticipate new permitting, entitlement, and construction activity on <br />numerous housing projects (see Table 2). The City currently has approximately 2,200 entitled housing <br />units in its development pipeline; staff anticipate that some of these entitled units will receive building <br />permits in 2025 since most projects require issuance of building permits within two years after <br />entitlement or request a one-year extension of their entitlement from the City. Additionally, the City has <br />several large housing projects seeking entitlement that staff anticipate will be approved in 2025. Finally, <br />a few smaller housing projects that are currently under construction are expected to receive a certificate <br />of occupancy this year. While it is difficult to predict with certainty which projects will advance, Table 2 <br />includes a summary of the projects and anticipated activities that staff expects are likely to proceed in <br />2025 based on current status and information from project sponsors. <br /> <br />6.A. - Page 8 of 52 <br />17
