These units were converted as a result of the community benefits provided by the Harbor View <br />project and therefore the City did not directly contribute any funds to the project. Since the project was <br />not considered to have received a monetary contribution by the City—a key RHNA eligibility criterion— <br />the units in this project were reported as not counting towards the City’s RHNA at the time the City <br />6.A. - Page 9 of 52 <br />18
