Page 1 of 3 <br />City of Redwood City 1017 Middlefield Road, Redwood City, CA. 94063 Tel: 650-780-7000 www.redwoodcity.org <br />STAFF REPORT <br />To the Honorable Mayor and City Council <br />From the City Manager <br />DATE: March 10, 2025 <br />SUBJECT <br />Memorandum of Understanding between the Cities of Redwood City and South San Francisco and the <br />County of San Mateo for the provision of Community Wellness Crisis Response Team (CWCRT) FY 2024- <br />2025 <br />RECOMMENDATION <br />Approve a one-year agreement authorizing the City through the Redwood City Police Department to <br />collaborate with the City of South San Francisco and the County of San Mateo to continue to provide the <br />Community Wellness Crisis Response Team (CWCRT) program at a total cost of $249,432, and authorize <br />the City Manager to execute the Memorandum of Understanding in substantially the form presented. <br />STRATEGIC PLAN GUIDING PRINCIPLE <br />Public Safety <br />BACKGROUND <br />The Community Wellness Crisis Response Team (CWCRT) began as a two-year pilot program on January <br />12, 2021 with the County of San Mateo and four participating cities (Redwood City, South San Francisco, <br />San Mateo, and Daly City) that embedded a StarVista licensed mental health clinician within each police <br />department. The CWCRT program provides a crisis co-response model (clinician and police officer) that <br />responds to behavioral health-related incidents reported to the police department’s dispatch center. <br />A Memorandum of Understanding has been drafted between the City of Redwood City, the City of South <br />San Francisco, and the County of San Mateo Behavioral Health and Recovery Services (“County Services”) <br />to maintain mental health clinician coverage in Redwood City for this fiscal year.
