Page 1 of 9 <br />City of Redwood City 1017 Middlefield Road, Redwood City, CA. 94063 Tel: 650-780-7000 www.redwoodcity.org <br />STAFF REPORT <br />To the Honorable Mayor and City Council <br />From the City Manager <br />DATE: March 10, 2025 <br />SUBJECT <br />Tentative Agreement for a Successor Memorandum of Understanding (MOU) between City of Redwood <br />City and the bargaining unit represented by the Service Employees International Union (SEIU) Local 521 <br />(SEIU), amendments to the City’s Classification and Wage and Salary Plan to update the salary range for <br />SEIU classifications, meet 2025 local minimum wage requirement, and amend the job descriptions for <br />Building Inspector and Permits Technician, and Fiscal Year 2024-25 Budget Amendment due to increased <br />salary and benefit costs <br />RECOMMENDATION <br />1. By motion, approve Tentative Agreement relative to wages, hours, and other terms and conditions of <br />employment for employees represented by SEIU Local 521, for the period of February 1, 2025 through <br />January 23, 2028; <br />2. Adopt a resolution amending the City’s Classification and Salary and Wage Plan to update salary <br />ranges for all classifications represented by SEIU, update the salary ranges for certain classifications <br />in compliance with the City’s Minimum Wage Ordinance, and amend job descriptions for Building <br />Inspector and Permits Technician; and <br />3. Adopt a resolution approving an appropriation amendment to the FY 2024-25 general fund budget to <br />increase expenditures in the amount of $767,000 for increased salary and benefit costs related to <br />SEIU Local 521 Successor Memorandum of Understanding that begins in FY 2024-25. <br />STRATEGIC PLAN GUIDING PRINCIPLE <br />Excellence in Government Operations <br />BACKGROUND <br />Due to the dynamic nature of providing services to the community and serving the organization, and as <br />service needs and City operations evolve over time, City staff review the City’s classification system and <br />organization to recommend changes to bring positions up-to-date, and to make changes in support of the <br />City’s Strategic Plan and to improve operating efficiency and service delivery. <br />6.G. - Page 1 of 151 <br />192
