Page 2 of 9 <br />City of Redwood City 1017 Middlefield Road, Redwood City, CA. 94063 Tel: 650-780-7000 www.redwoodcity.org <br />The City Council has adopted a strategic initiative related to government operations, and one of the goals <br />of that initiative is: <br />Uphold the highest standards of professionalism within City Operations, and encourage fiscal <br />responsibility, innovation, and strategic decision making. <br />In addressing this goal, the City continues to invest in staff leadership, skill development and other human <br />resources strategies to attract, develop, support and retain a highly qualified, valued and diverse <br />municipal workforce. City staff also has worked closely and collaboratively with the City Council and <br />employee groups to develop recommended salary and benefit changes. When considering compensation <br />packages for various employee groups the City considers multiple factors such as the cost of living, <br />recruitment and retention goals, and compensation survey data from comparable Bay Area cities, as well <br />as the current financial condition of the City, and any anticipated fiscal challenges. In addition, in <br />accordance with State law, the City negotiates agreements with recognized bargaining units on any <br />changes that affect hours, wages, or terms and conditions of employment for positions within the <br />respective groups. <br />ANALYSIS <br />SEIU TENTATIVE AGREEMENT: <br />At the direction of City Council, City staff met and conferred in good faith with representatives of the SEIU, <br />as the MOU was set to expire on January 31, 2025. The parties met regularly since October 15, 2024 to <br />address topics of concern to both parties and to meet and confer over the terms of a successor MOU. <br />The SEIU agreement addresses topics of concern to both SEIU and the City. The City and representatives <br />of the SEIU reached a Tentative Agreement on the terms and conditions of the successor MOU governing <br />employees of the City who are represented by the SEIU for the period of February 1, 2025 through January <br />23, 2028. <br />The Tentative Agreement before the City Council provides the following terms: <br />DURATION OF AGREEMENT <br />Three years (February 1, 2025 – January 23, 2028) <br />SALARY <br />Effective the first full pay period following February 1, 2025: 3% cost of living adjustment. <br />Effective the first full pay period following February 1, 2026, 3% cost of living adjustment. <br />Effective the first full pay period following February 1, 2027, 3% cost of living adjustment. <br />By October 1, 2026, the City will conduct a total compensation survey in accordance with the <br />parameters of the City’s compensation philosophy and will reflect compensation for all comparable <br />agencies, including Redwood City, effective the first full pay period following February 1, 2027. Within <br />60 days of ratification of the 2025 MOU, the City and Union will meet and confer over the benchmarks <br />to be used for the study, not to exceed 13 for the unit. Within 90 days of agreement over the <br />benchmarks, the City will recommend job classes from comparable agencies to be used in each <br />benchmark study. Following the City’s recommendation, the City and Union will meet and confer over <br />the job classes from comparable agencies to be used in the study.
